Absztrakt

The security situation in Asia in the South and East China Seas marine areas is influencing the stability of the whole continent. Security fragility is causing military build-up and Chinese military development maritime claims are major factors causing concerns of the Association of South-East Asian Nations (ASEAN) countries. It is complicated by an uncertain future toward US commitment in Asia. The paper is focused on military capabilities of ASEAN nations which are directly involved into South China Sea maritime disputes: Brunei, Malaysia, the Philippines and Vietnam. They are developing their military potentials due to threat assessment, security situation and within their resources. The paper is not analysing PLA capabilities but is referring to them. Moreover, Taiwan is not discussed as the focus is on ASEAN countries.

Dr. Zdzisław Śliwa ny. ezredes

is the Dean of the Baltic Defence College in Tartu, Estonia and the professor of the University of Lower Silesia in Wroclaw. He was educated in the Polish National Defence University, the US Army Command and General Staff College, and in the Center of Strategic Studies of the People’s Liberation Army National Defence University in Beijing. He served as the Chief of Operational Branch J-3 in the KFOR Headquarters in Kosovo and also the Chief of Operational Planning Branch J-5, Polish Armed Forces Operational Command in Warsaw, and hold positions in military educational institutions. He has published books and papers related to current developments in Asia and Europe with the focus on the East Europe especially in relation to security dimension.

Dr. Marcin Gornikiewicz főhadnagy

is a member of military staff within the International Cooperation Department at the Military University of Technology in Warsaw, Poland. He joined the army for a two-years contract and before was a civilian expert in several fields connected with security and strategic studies: East and South-East Asia security culture, PSYOPS and international security forecasting. He has also a great pleasure to be a fellow within the Taiwan Fellowship Program as well as a speaker for several international conferences all over the world. Currently he is working on new international forecasting model based on culture codes of behaviour, thinking and acting, dedicated to security studies.
