A szomáliai fegyverembargó feloldásának lehetséges hatásai helyi és regionális viszonylatban

Szomália a világ egyik legszegényebb országa, ahol magas a rendszerszintű korrupció és széles körben elterjedt a fegyverekkel történő visszaélés. Az alábbi tanulmány célja, hogy átfogó képet nyújtson a szomáliai fegyverembargó feloldásának lehetséges hatásairól helyi és regionális viszonylatban. A jelenlegi szomáliai történelmi, társadalmi-politikai és biztonsági helyzetben a fegyverembargó feloldása nemcsak pozitív következményekkel járhat, előnyökhöz és lehetőségekhez juttatva a Szomáliai Szövetségi Kormányt, hanem negatívumokkal is, komoly kihívások elé állítva mind az országot, mind pedig az egész Afrika szarva területét. Fontos tehát a fokozott óvatosság, a következmények gondos mérlegelése és a szomáliai helyzet teljes körű megértése ahhoz, hogy a fegyverembargó feloldása hosszú távon is a stabilitás malmára hajtsa a vizet helyi és regionális szinten egyaránt. Ehhez minden bizonnyal leginkább egy olyan megközelítés szükségeltetik, amely egyenlő hangsúlyt fektet Szomália önkormányzati és szuverenitási törekvéseire, valamint a regionális és a globális biztonság fenntartására.
