The operation, operating organizations and committees of the journal Haditechnika
Appearing in six (bi-monthly) issues and 4000 copies per year, Haditechnika (Military Technology) is the scientific-educational journal of the Hungarian Defence Forces. In accordance with the public affairs interests of the Ministry of Defence, this journal is for the public and is commercially available. The Director of Staff of the General Staff of the Hungarian Defence Forces – an organization in charge of coordinating and controlling the scientific activity of the Hungarian Defence Forces – is responsible for the high-level professional control of the journal. He provides tasking and guidelines, taking into consideration the guidelines laid down by the MTA Committee of Military Science and the general journalistic and MoD-level public affairs aspects following from nationwide circulation.
Due to its scientific character, the journal publishes peer-reviewed essays, and operates a Peer Review Committee for this purpose. It applies the method of “double-blind” review. The Editorial Staff invites two referees to review the works received and accepted by the journal. The referees are to be acquainted with only the text of the work, whereas the author of the work only with the content of the review, which ensures the requirement of objective and independent professional opinion-forming. The Editorial Staff uses the referee’s data sheet to delineate the main aspects of the peer-review process.
The professional activity of the journal Haditechnika is supported by the Editorial Board, an independent, all-volunteer and invitation-based body formed of military and civilian scholars. The Editorial Staff of the journal Haditechnika consists of editors, editorial assistants and (contracted) colleagues. The Responsible editor is responsible for the professional control of the journal, the Editor-in-chief for its scientific control, while the Publisher for its overall administrative, infrastructural, financial and legal support. The Publisher, the MoD ZRÍNYI Mapping and Communication Servicing Non-profit Ltd is also responsible for the printing and the circulation of the journal.
The journal Haditechnika executes its tasks with the participation of the above-listed leading military and military sciences organizations and forums, while taking into consideration the professional requirements and directives, scientific guidelines as well as decisions and minutes that are specified by them for the journal Haditechnika.
Mission statement of the journal Haditechnika
The mission of the journal is to communicate the results of the National Defence and Armed Forces Development Program to the society and to inform its readers about the scientific-technical results relating to the Hungarian armed forces reform. The journal serves the purpose of disseminating information about the domestic research and development in military technology as well as about the organizations, activities and results of the Hungarian defence industry, supporting the cultivation of the military-technical scientific discipline; and also the purpose of providing publication opportunity for researchers, institutions and companies meeting the formal requirement of publication and delivering outstanding performance in the field of military technology developments.
The peer-reviewed, technical-scientific and educational journal Haditechnika is assigned to category “A” by the Military Sciences Committee of Section IX of the Hungarian Academy of Sciences, and therefore it must simultaneously meet the specific requirements of science (e.g. system of citation) and the quality standards in the service of the dissemination of knowledge (e.g. resolving technical expressions, accessibility).
Moreover, the journal is aimed at reaching out to new readerships: e.g. the students of technical training institutions and universities.
The journal Haditechnika is characterized by general journalistic standards, since being a periodical with nationwide circulation, it has to ensure its value in the professional and scientific fields, meeting both military and social expectations.
The culture of journalism plays a fundamental and crucial role in the journal (due to its wide-ranging journalistic character), and for this reason, it subordinates all other cultures to journalistic culture in order to ensure the proper quality of editing and running of the journal.
Code of Ethics
The Hungarian-language journal Haditechnika (Military Technology, hereinafter referred to as “journal”) is a technical-scientific and ed periodical publication (occasionally also publishing articles in English), the owner of which emphasizes the adoption of a code of ethical conduct (hereinafter referred to as “Code”) that ensures the reception of works, their publication workflow and their publication in accordance with proper procedural arrangements. The present moral statement is based on the Committee on Publication Ethics (COPE) Best Practice Guidelines for Journal Editors.
Purpose and scope of the Code
1) The purpose of the Code is to define a system of ethical rules for publishing by the journal, to be implemented in accordance with the fundamental principles of domestic and international scientific and educational public life.
2) The personal scope of the Code extends to authors, referees, contributors to publishing work, the owner, the members of the Editorial Staff and the Editorial Board.
3) The provisions of other regulations related to the journal – in particular the Deed of Foundation, the Rules of Operation, the Privacy Policy and the Information for the attention of our authors – must be applied in conjunction with the provisions of this code. The regulations relevant for the journal are available on its website (https://kiadvany.magyarhonvedseg.hu/index.php/HT/about).
4) All parties involved who contribute to the publication must accept the moral rules formulated by the journal and observe the provisions of the code in the course of their activity.
5) By submitting their manuscript to the Editorial Staff, the author agrees to be bound by the provisions of the code.
6) The commencement of the publishing process must be considered to be the adoption of the present code on the part of the publisher.
The authors’ obligations
7) Publication guidelines
Interpretations and the drawing of conclusions can only be based on facts or on unbiased and logical demonstration. The background data of the essay should be accurately presented. Making false or knowingly inaccurate statements is considered as an unethical and unacceptable attitude. In all cases, prior to publishing, the author must approve the article that has been typeset after the revisions proposed by the referees and the proofreader.
8) Originality and plagiarism
The authors must guarantee that the essay is their own original intellectual creation and, insofar as they have used others’ works, expressions, illustrations and photographs, they must cite them appropriately.
9) Citation of sources
In all cases, the works quoted or used for their content – including textual borrowings, figures, photographs and illustrations – must be cited properly, using the standards of citation published by the journal. References to the works used must be inserted at the given place or illustration in the text, and all works used must be indicated in the literature cited. No works can be included in the literature cited that have not been referenced in the body of the text or in a footnote to it.
10) Multiple, parallel or simultaneous publication
It is improper practice to publish the same author’s manuscript presenting the same research in different independent publications or journals. Submission of the same manuscript to several journals at the same time is considered unethical conduct and is unacceptable. An exception to this is a workshop paper that precedes the finalized publication, or a publication in another language, but in these cases, they must be cited (the fact of secondary publication must be indicated in a footnote).
11) Authorship of the essay
All persons who have made a meaningful contribution to the basic idea, planning, drafting or interpretation of the presented essay should be included as authors. It is obligatory to mention all those as contributors who have participated in the essential phases of the research process. The author must guarantee that they have mentioned all significant authors and contributors in the essay and that they have not named any persons who are not entitled for it. In the case of co-authored essays or works, the author designated as a point of contact must guarantee that each co-author has endorsed, approved and consented to the publication of the final manuscript of the essay.
12) Disclosure and conflicts of interest
All authors are obliged to publish in their manuscripts any financial or other material reasons for conflict of interest that may influence the results of their research or the interpretation of their essays. If the research has been awarded a grant, all sources of its financial support must be made public.
13) Basic errors in published works
Insofar as the author discovers a significant error or inaccuracy in their work published in print, they must immediately notify the editor-in-chief of the journal and cooperate with the Editorial Staff in correcting the essay and writing a correction.
14) The Peer Review Committee
The Peer Review Committee is an independent advisory body chaired by a person with a scientific degree in the military-technical scientific discipline. The tasks of the committee are to professionally supervise and support the peer-review activity carried out by the Editorial Staff of the journal.
Obligations of referees and the process of peer review
15) Providing assistance with editorial decisions
(a) The referee assists the Editorial Staff in decision-making and makes recommendations for publishing or rejecting the essay; insofar as it is necessary, during the peer review process they support the author in raising the scientific standards of the article.
(b) The journal uses the method of “double-blind peer review”. For the review of works submitted to and accepted by the journal, the Editorial Staff invites two referees who are to get acquainted with only the text of the work, whereas the author of the work is to get acquainted with only the content of the reviews, thus ensuring the requirement for objective, independent, professional opinion-forming.
(c) The Editorial Staff uses the referee’s data sheet to delineate the main aspects of the peer review process.
16) Efficiency
The invited referees must declare within a given period of time whether they can undertake the evaluation of the essay. Insofar as they think that they are not professionally prepared enough to evaluate the research presented in the manuscript, or that they will not be able to properly prepare their referee reports by the set deadline, they are obliged to notify the Editorial Staff that they do not undertake the reviewing. If a referee undertakes to evaluate a given article professionally, then they are supposed to judge its timeliness, (topicality), its theoretical and practical value, its structure and form, its military, professional language, as well as its usability. They are also expected to correct professional errors, but insofar as they think that the article needs to be revised, the editor should contact the author to mediate between the referee and the author and to coordinate their work. The editor and the referee should provide assistance with correcting errors, and with revising the article if necessary. After the correction, the referee should form their final professional opinion on the corrected article based on the review criteria, and return the reviewed article to the Editorial Staff by the undertaken deadline.
17) Confidentiality of the referees
All manuscripts accepted for evaluation must be treated as confidential. They may only be discussed with others with the permission of the Editorial Staff.
18) Objectivity
The evaluation of the essay must be carried out objectively. (Personal) criticism of the author is not allowed. The referees must formulate their opinions clearly and support them with arguments.
19) Citation of sources
The referees must recognize those authoritative scientific works that are not cited by the authors. Any statement or data that contains observations, lines of thought or arguments from previously published works must be cited properly. At the same time, referees must draw the attention of the Editorial Staff to any essential similarities or overlaps between the manuscript under examination and other material known to them that has already been published earlier.
20) Disclosure and conflict of interest
Individual, original findings or ideas learned during the evaluation of the essays must be treated confidentially and must not be used for personal advancement. The referees cannot evaluate a given manuscript insofar as they have any conflict of interest arising from competition, collaboration or other relationship with the authors, companies or institutions associated with the essay.
Obligations of the Editorial Staff and the reception and publication of the work
21) Decisions about publication
(a) The Editorial Staff of the journal directly accepts the manuscripts submitted for publication, maintains contact with the authors and contributors, and manages the workflow of peer review and publication.
(b) The journal seeks to publish the essays submitted; however, the Editorial Staff may be limited by applicable laws relating to defamation, copyright infringement and plagiarism. Therefore, the Editorial Staff of the journal will conduct plagiarism checks to detect plagiarism.
(c) Upon receipt of the work, the Editorial Staff decides whether to accept it or not, taking into account the referee reports. During the acceptance procedure, the Editorial Staff considers in particular whether the work fits the profile of the journal and meets the norms of the scientific discipline and the requirements of the regulations related to the journal (whether it complies with the requirements for content and form). The decision on acceptance will be overturned insofar as the work cannot be published on the basis of the referees’ final reports.
22) Insofar as the Editorial Staff requires a complete revision of the manuscript in the
decision on its publication, the author may resubmit the revised manuscript.
Confidentiality of the Editorial Staff
The Editorial Staff and its members do not pass on any information regarding the manuscript submitted for publication. Exceptions to this rule are the author, the referees and those members of the Peer Review Committee who are invited by the Editorial Staff and the publisher to review a portion of the manuscript.
23) Equal opportunities
The Editorial Staff evaluates the submitted essays regardless of the authors’ gender, sexual orientation, religious convictions, ethnic origin, citizenship or political views.
24) Disclosure and conflict of interest
(a) The members of the Editorial Staff must not use unpublished materials from the submitted manuscript for their own research without the written consent of the author.
(b) Acting on the basis of the information available to it, the Editorial Staff selects the invited referees and other contributors during the process of judging and publishing the given work in such a way that there is no conflict of interest between persons, research areas, institutions and publishers.
(c) If the journal or its publisher has been given a grant, it must be published in the journal together with the name of the sponsor.
25) Dealing with incorrect statements
During the publishing process, the Editorial Staff makes every effort to ensure that the published works do not contain incorrect or untrue statements. It invites referees in the interest of filtering out incorrect statements. To filter out statements that are erroneous or inaccurate due to imprecise wording, it employs a military editor and a copy editor (proofreader). It discusses the presumably incorrect statements with the author during the publishing process, and, if necessary, requests additional expert opinions. Via email and post, the Editorial Staff receives reports in writing of presumed errors in the works already published. It acknowledges to the reporter in writing the acceptance of the report and examines its content. The Editorial Staff informs the author about the report, while maintaining the reporter’s anonymity. As a result of consultation with the author, it publishes the correction, or in the event when correction is unnecessary, it sends a reasoned opinion about it in writing to the reporter.
26) Complaints and appeals
All contributors to the publication of the journal do their best to enforce and protect scientific standards and professional publishing aspects. Via email or post, the Editorial Staff accepts complaints and comments in writing about the work of the publisher and the operation of the journal. It investigates the received complaints, takes action to enforce them if necessary, and responds to the complaints in writing.
The archiving policy of the journal
27) The authors of the journal are not paid fees for the publication of the essays under any
legal entitlement; however, after publication, they receive honorarium for their work
under a contract with the Publisher.
28) The journal is open access. Authors are free to download, print or make public the
electronic version of the published work on further electronic interfaces (not as a secondary publication) four months after its publication. Identification data relating to the journal must be indicated at the time of making it public.
29) Readers can download and print the electronic version of the journal from the
website of the journal four months after the publication.
30) When using works in whole or in part, all users must cite the sources in accordance
with the rules of the given scientific discipline.
31) Four months after their publication, the works published in the journal will be
published in REAL-J, the repository of the Library of the Hungarian Academy of
Sciences.
Final provisions
32) The Code is to be published on the journal website.
33) The Code enters into force on the date of signature and is also to be applied to
all journal issues under preparation and in progress.
Archiving policy of the journal Haditechnika (Military Technology)
With regard to Open Access guidelines, the journal Haditechnika (Military Technology) uses the internationally acknowledged and widely used Sherpa/RoMEO (https://v2.sherpa.ac.uk/romeo/) system. Sherpa RoMEO is an online resource that aggregates and presents publisher and journal open access policies from around the world. Although due to the increasing complexity of Open Access guidelines, Sherpa RoMEO no longer considers the use of color codes as sufficient, we still apply this simple and widely used method in connection with our own archiving permissions and the conditions on the rights granted to authors.
Our journal pursues a “green” archiving policy: the pre-prints (manuscripts), the post-prints (final versions of peer-reviewed manuscripts) and the publisher’s versions/PDFs are freely available.
Following a four-month embargo period, authors can freely download and print out the PDF versions of the published essays, and make them available on further online interfaces without any changes.

When using the partial or full text of the essays, all users are obliged to cite the sources in compliance with the standards of the scientific field.
After the proofing stage, the editorial board uploads the typeset, final PDF versions of articles to the OJS repository of the Hungarian Defence Forces. The OJS interface of Haditechnika can be found at https://kiadvany.magyarhonvedseg.hu/index.php/HT
Journal issues published over the last more than 50 years are available at the MTA REAL-J repository as well, except for the articles of the last two issues, which are in a non-public status for four months (due to print distribution).

The journal also performs scientometric-administrative tasks as well: the editorial board registers the metadata of articles in the MTMT (Hungarian Scientific Bibliography Database), and in the
database of the official Digital Object Identifier (DOI) Registration Agency of the International DOI Foundation, Publishers International Linking Association, Inc. (PILA) Crossref.
Rules of peer review for the journal Haditechnika (Military Technology)
Insofar as the invited person undertakes the reviewing, they should send their referee report by filling out the peer review sheet and returning it until deadline.
If the invited referee does not undertake the reviewing of a submitted article, or if they deem the article to be unsuitable for publication, they should notify the editorial staff of this fact in the shortest possible time.
Based on the peer review of the article, the referee should determine the timeliness of the article, its theoretical and practical value, its structure, form and content, its military professional language, the authenticity of its sources as well as its usability.
If the referee deems the article to be suitable for publication, meaning that it meets all professional requirements and may appear in print, then they should indicate only the really significant professional, factual and terminological errors on the peer review sheet. They should indicate their suggestions for modifications and corrections as well as their professional advices in the manuscript by turning on the MS Word “Track changes” feature. Besides indicating professional errors in the text, the referee should provide concrete, textual proposals for their modifications.
To ensure the anonymity of the review, when using the MS Word “Track changes” feature during the peer review process, the referee should not log in to their MS Office account, because in this case the referee’s person will be identifiable.
Following the peer review process, the copy editor corrects the stylistic errors and misspellings in the article, but the Editorial Staff receives remarks about these, too.
The referee’s person remains anonymous to the author, just as the author’s person to the referee. Insofar as the referee puts questions or makes proposals to the author, the Editorial Staff will send a part or the whole of the contents on the referee’s peer review sheet to the author(s), and transmit a part or the whole of the author(s)’ response to the referee. The editor will get in touch with the author(s) to mediate and coordinate between them and the referee, and so the editor and the referee can help with correcting the errors and, if necessary, with revising the article.
After the correction, the referee should form a final professional opinion of the article on the basis of the peer review criteria.
The referee should return the reviewed article to the Editorial Staff by the set deadline.
